在powershell中执行

需要确保以下2个service是启动的
Start-Service WAS (windows process activation service)
Start-Service W3SVC
导致application pool停止的原因
application pool和was 停止的原因是，使用web platform installer安装url rewrite。安装失败之后导致的，

另外这玩意还导致了Net Tcp Listener挂掉了，
