AttributeError: module 'virtualenv' has no attribute 'create_environment'

背景：使用qaf的dist功能，执行运行包命令时初始虚拟化环境失败报错：
AttributeError: module 'virtualenv' has no attribute 'create_environment'

溯源：virtualenv 20.0.1 以上版本重构了，没有create_environment这个方法了
