flutter 运行windows项目时报错 Exception: Bad UTF-8 encoding (U+FFFD; REPLACEMENT CHARACTER) found while decoding string:等一堆错误，然后一串乱码，
解决方法是打开这个链接https://github.com/microsoft/vswhere/releases，下载vswhere.exe文件，然后替换C盘里这个目录的文件C:\Program Files (x86)\Microsoft Visual Studio\Installer。
flutter开发Window 应用，还需安装Visual Studio XXXX,然后安装
还有SDK
最后直接运行flutter run，选择Window就OK了
