相对于v1.1.2的主要改动内容：
1、修正Ix_ConfigData和Cx_ConfigSection的返回值，返回的是输入的对象，避免跨动态库时对局部对象进行拷贝构造时失败；
2、增加Ix_StringCoding接口，获取MD5和Base64串；
3、部分完善pkg_Platform下的ATLCOM插件；
4、在插件加载接口中增加是否允许延时加载的参数；
5、允许在一个进程中有多个插件管理器的程序模块；
