1.TPUserParam 调用张春亮接口，获取第三方账号信息（三个参数：userID，TPType = 9，TeldAppID = "22A41EAD-221D-4A77-8DAF-3878EF1462E2"。），返回来钉钉消息账号ID。

2.把钉钉账号ID传给范兵远的接口SendNewUserMessageAsync（如tPUserID）
