Bug搬运工-flexconnect AP losing Vlan mapping and fall back to default vlan

Description

Symptom:
when the flexconnect AP disassociate from the WLC , it randomly loses the AP specific vlan settings and fall back to wlan-specific

-WLC 5508
SW 8.3.141.6
AP model 2602

-AP is not rebooting and not joining to any other controller.

-collected the following debugs from the AP :
debug capwap client error
debug capwap client event
debug capwap flexconnect
debug capwap flexconnect fault-tolerance
debug capwap flexconnect save
debug capwap flexconnect load
debug capwap flexconnect wlan-vlan
debug dot11 mgmt ssid
debug dot11 mgmt msg
debug dot11 mgmt flexconnect fault-tolerance
debug capwap client payload

AP debugs is showing the following :
*Jul 23 22:51:34.831: CAPWAP_PAYLOAD: Received Unknown Payload(143) configuration.
*Jul 23 22:51:34.831: REAP WLAN_VLAN: Processing the non AP specific vlan payload
*Jul 23 22:51:34.831: REAP WLAN_VLAN: Queue the non AP specific vlan request
*Jul 23 22:51:34.831: CAPWAP_PAYLOAD: Configuration is Changed.
*Jul 23 22:51:34.831: REAP Save: PayloadType 104 payloadSubType 143, SavePayload 0, SaveEnabled 1, SaveNonApSpecificPayload 0, SaveNonApSpecificEnabled 1

- Enabled the following debugs on the WLC:
>Debug mac addr
>Debug capwap payload enable
>Debug capwap event enable

WLC debugs are showing the following :

Conditions:
AP in flexconnect local switching with AP-specific WLAN-VLAN mapping

Workaround:
use flexconnect groups to configure WLAN-vlan mapping
